Viettel, MobiFone, Habeco and Sabeco to Be Listed in 2012?

The Ministry of Planning and Investment recently proposed to privatize and list four big companies: Viettel, MobiFone, Habeco and Sabeco in an effort to resume programs of equitizing state-own enterprises.

The ministry also propose to boost up reorganization and privatization of state-own enterprises in general and change all state-owned companies into limited liability companies of JSCs, the state-run online newspaper VnEconomy reported.

Of note, the Prime Minister Nguyen Tan Dung said at a meeting with international experts on September 6 that the process of privatizing state-own enterprises will be resume in 2012 after recent halt.

The Prime Minister appointed Pham Quoc Doanh, head of industry economy as deputy head of the Steering Committee for Enterprise Innovation and Development to boost up privatization.

In related news, Decree 59 replacing Decree 109 on changing 100% state-owned companies into JSCs came into effect on September 5, 2011 with some new regulations which investors were very interested in:

1. Enterprises are allowed to sell stake to strategic partners before IPO
2. State companies are allowed to change to JSC even if IPO failed to meet a certain ratio. – Stoxplus.com
