Post


The public post network is set up, managed and developed under the strategy, scheme and plan approved by the authorized State agency. The network includes major centers, post-offices, service outlets, and public post-boxes connected with each other through mail lines. Statistics show that currently Vietnam has about 3,000 permanent post units managed by post staff, about 19,000 others managed by people outside the sector and nearly 200 mobile post-offices. Post network is available throughout all communes nation-wide. Letter delivery takes place twice a day in urban areas and 7 times/week in rural areas on average. More than 42,000 staff are working in the sector.

Postal services include basic one that is airmail, postal parcel delivery and added postal service (which is added to the basic service and is aimed at meeting higher demand for quality by users). Services of Vietnam post network are rather diversified. They include EMS airmail service (express delivery of letters, documents, goods, gifts inside and outside the country following pre-informed time schedule) and other services such as airmails, postal parcels, entrusted post (customers entrust post-offices to partly or entirely receive, regulate and distribute goods and articles following agreed conditions on location, means of transportation, delivery time and other special requirements). Apart from which are flower delivery service; non-specific address postal service (only customers and distribution centers are fixed); “A” airmail (with sending certification); mailbox hiring; money transfer; post saving; newspaper issuance locally and internationally; postage stamp; deposit service; transit shed; data post; international money transfer (Moneygram); price declaration, cash-on-delivery (accompanied by post services in which post-offices are entrusted to collect a certain amount of money from receivers upon delivery of goods and return that money to senders), etc.

Telecommunication

Telecommunication network include public, private and specialized ones which are sets of telecommunication equipment linked together by transmission lines. The public network is set up by telecommunication enterprises to provide relevant services and is developed under the strategy, scheme and plan approved by authorized State agency. The private network is set up by companies, organizations or enterprises operating in Vietnam to guarantee that information are conveyed among network members. Its telecommunication equipment are installed at different specific places as well as connected with each other through transmission lines hired or built by companies, organizations or enterprises themselves. Specialized telecommunication network is particularly used for information conveyance by the Party, the State as well as security and defense agencies. The Government issues concrete regulations on its establishment and operation.

Telecommunication service includes basic service and added value ones. The basic service is instant communication of a certain relevant service through the network or internet without changing information form or content. The added value service increases information value for users by improvement of information form, content, archive or restoration possibilities using the network or internet. Different forms of telecommunication services include telephone (number dialing, invited calling, collect call); leased telecommunication channel (long distance telephone, telegraphy, broadcast and television, data communication); 1080 (providing information via telephone); public telephone (through agent or card), Facsimile (Fax), data communication; Telex; message sending; internet; telegraphy, etc.

By now, Vietnam has more than six companies entitled to provide fixed/mobile telephone services including Vietnam Post and Telecommunication (VNPT) with two mobile networks of Vinaphone and Mobiphone, Sai Gon Post and Telecommunication Joint Stock Company (Saigon Postel) with S-Fone, Electricity of Vietnam Telecommunication and Information Company (EVN Telecom), Ha Noi Telecommunication Joint Stock Company (Hanoi Telecom), Military Telecommunication Corporation (Viettel) and Global Telecommunication Joint Stock Company (Gtel). Vietnam’s telephone subscribers by the end of 2007 consist of more than 10 million fixed subscribers and about 35 million mobile ones. Market share for fixed subscribers are as follows: VNPT accounts for 78.6%, EVN Telecom 15.4%, Viettel 4.8% and SPT 1.2%. Market share for mobile subscribers (both pre and post payment) includes 46.7% for Viettel, 42.6% for VNPT, 8.4% for SPT (S-Fone), 1.8% for EVN Telecom and 0.5% for HT Mobile. The number of mobile subscribers has sharply increased and is expected to reach 60 million by the end of 2008. With this speed, Vietnam is considered as one of the best growing mobile information market in the world.

Internet

Internet connection service is for companies, organizations and enterprises that provide internet services to connect with one another and with the international network. Internet access service allows users to get access to the Internet. Internet application service in post and telecommunication is the service that uses internet to provide post and telecommunication services to users. Popular types of internet services include email, file sending, remote access, database access through different means, etc. Internet application service in other socio-economic fields must follow legal regulations on post, telecommunication and other relevant ones.

Internet was officially used in Vietnam in November 19, 1997 with an estimated number of 5.33 million subscribers including 18.9 users and the proportion of users/100 people of around 22.5% by the end of the year. Total volume of Vietnam’s international connection channel reaches 12.580Mbps. There are about 62,700 Vietnamese domains in all. Total subscribers of broadband are 1.32 million. The number of subscribers and users are increasing year-by-year, which is from 1.5 to twice compared to the previous year. Vietnam’s internet development strategy is to popularize internet to all areas and regions nation-wide with increasingly high quality services. It is expected that internet subscribers may increase by 8-12/110 people by 2010 (including 30% broadband users). Meanwhile, the number of internet subscribers is expected to reach 25% to 35% of the total population. It is also aimed that the majority of cadre, state officials, officials, teachers, doctors, university and college students, students at technical secondary school and high school students have chance to use internet, which helps promote the popularization of internet nation-wide. By 2010, 70% of communes should have public internet access outlets, 100% districts and almost all communes in the key economic areas should be provided with broadband internet access; all ministries, state administration agencies, district and provincial governments should be connected with broadband internet as well as the Government broad network; 100% research institutes, universities, technical secondary schools and high schools should be connected with broadband; and more than 90% of secondary schools and hospitals should be connected with internet.

In order to meet the above high growth demand, Vietnam’s telecommunication infrastructure are being widely upgraded such as changing from digital network into the next generation network (NGN), integrating services on broadband network and providing upon customers’ demand, connecting wireless and operating WiFi internet access system, studying and operating Wi-Max with connection capability from longer distance. Besides, there are also other broadband services such as high speed and super-speed internet access.
