Promoting Renewable Energy Development

In an effort to make effective use of potential renewable energy resources in Vietnam, on December 21, 2009, the management board of the Hoa Lac Hi-tech Park and the Ministry of Science and Technology coordinated with the Ministry of Industry and Trade, the Vietnam Academy of Science and Technology, and domestic and foreign companies to organize a workshop to discuss matters related to renewable energy resources.

Promoting Renewable Energy Development

Vietnam has an abundance of renewable energy resources such as wind power which can produce 500-1,400kWh per sq.m. Vietnam can also tap into solar energy to produce 150kCal per cu.m per year, equivalent to 43.9 billion tonnes of oil each year. In geothermal energy it is estimated that Vietnam can generate 200MW of electricity by 2020. It is expected by 2010 new and renewable energy will account for three percent of the total amount of primary commercial energy in the country. Projections increase this to five percent by 2020 and to 11 percent by 2025.

However, Dr. Nguyen Van Lang, the Deputy Minister of Science and Technology, said, “The cost of renewable energy production is too high and this is the biggest difficulty for Vietnam. Moreover, renewable energy production requires advanced technology. Therefore, renewable energy development in Vietnam requires State support and the investment of domestic and foreign companies. This workshop is organized to seek a solution to promote cooperation between businesses and the State in renewable energy development.”
Focused on the solar energy potential of Vietnam, Cenergy Power, one of the leading solar energy companies of the US, has opened a branch in Vietnam to invest in developing this energy resource. William Pham, the director of the company, said, “We will transfer the solar energy technology to Vietnam. At the same time, we will improve Vietnamese human resources in the field of solar energy. Specifically, from the second quarter to the fourth quarter of 2010, we will provide training in solar energy technology to more than 100 Vietnamese engineers. Our objective is to turn Vietnam into the leading country in the ASEAN region in terms of solar energy resources and projects.”


Some kinds of equipment manufactured by the Kim Dinh International Joint Stock Company
At the Kim Dinh International Joint Stock Company, advanced technology has been used to manufacture equipment using renewable energy. Examples include wind power turbines utilizing magnetic technology which can automatically determine the direction of the wind and operate independently; solar power batteries with semiconductors that transfer optical energy into electricity; and power generation systems that combine wind and solar energy in any climate condition. On Bolivar Avenue in Caracas – the capital of Venezuela, 156 street lights made by the Kim Dinh International Joint Stock Company have been installed. In Vietnam’s Hoa Lac Hi-tech Park, the lighting system made by the same company combines wind and solar power.
Businesses have made efforts to seek ways to develop renewable energy in collaboration with the State which has set national objectives for renewable energy development in Vietnam. Nguyen Nam Hai, the Deputy Minister of Industry and Trade, said, “The Ministry of Industry and Trade is coordinating with other ministries and departments to build a legal framework for renewable energy resource development and utilization.” In 2009, the Prime Minister was submitted a draft by the Ministry of Industry and Trade, it was to be the master plan for new and renewable energy development in Vietnam for 2015 with an orientation towards 2025. It also outlined a Ministerial decree to encourage and support the development of renewable energy. In this draft decree, the Ministry of Industry and Trade proposed a mechanism under which the State will support electrification activities in remote, mountainous and island areas, power source projects, heat production activities, and scientific research projects in the field of renewable energy development.
Commenting on the role of renewable energy resources, Deputy Minister of Industry and Trade Nguyen Nam Hai emphasized, “Activities to develop renewable energy resources will promote the commercial use of renewable energy. Utilizing renewable energy will allow domestic companies to reduce energy consumption and lower production costs as well. It will also help Vietnam ensure energy security, protect the environment, contribute to minimizing climate change, and develop in a sustainable manner. The Vietnamese Government has and will continue to create favorable conditions for investors to carry out renewable energy development projects.”/.
