Enhancing Investment in Scientific Infrastructure
To promote science and technology’s potential, over the past years, Vietnamese government, Ministry of Industry and Trade and corporations under the ministry have been focusing on in-depth investment the institute’s studying capacity.
Recently, the organization structure of Ministry of Industry and Trade includes 24 institutes. Among these institutes, there are 22 specialized institutes and two institutes which study policies on industry and trade’s development.
Being aware of the importance of infrastructure in these institutes, Vietnamese government issued policies using national budget to improve the infrastructure. In detail, from 2001 to 2009, 25 investment projects capitalized at more than VND268 billion to enhance study capacity in the institutes under Ministry of Industry and Trade, for example investing in aluminum electrolysis equipments, constructing experimental workshop of rare nonferrous metal ore refining (in the Institute of Mining and Metallurgy); constructing experimental workshop of designing and producing footwear, investing to enhancing studying capacity of the Leather and Shoe Research Institute)…
In addition, Ministry of Science and Technology authorized Ministry of Industry and Trade to construct three national laboratories including High Pressure Electrical Laboratory capitalized at VND96.8 billion (located in the Institute of Energy under Vietnam Electricity), Laboratory for Welding and Surface Treatment capitalized at VND46.7 billion (located in National Research Institute Of Mechanic l Engineering), Laboratory of Petroleum Refining and Petrochemistry capitalized at VND66.9 billion (located in Vietnam Institute of Industrial Chemistry under Vietnam National Chemical Corporation)…
With the purpose of enhancing studying capacity and anti-downgrading, institutes under Ministry of Industry and Trade are annually financed from the science and technology fund. The total money invested in equipments amounts to VND49.98 billion; in anti-downgrading VND35.167 billion.
Corporations such as Viet Nam Oil and Gas Group, Vietnam Coal – Mineral Industries Group … pay special attention to investing in science and technology infrastructure to meet increasing demand of the institutes. Some institutes are seeking foreign assistance projects to strengthen science and technology studying capacity.
In 2007, Viet Nam Oil and Gas group merged Research and Development Centre for Petroleum Safety and Environment, Research and Development Center for Petroleum Processing and Centre for Petroleum Information into one scientific and technological unit named Vietnam Petroleum Institute. Accordingly, Vietnam Oil and Gas Group strengthen investment in constructing infrastructure with the purpose of scientific studying. Total capital granted for the construction of new headquarter in Hanoi was VND937 billion, for Center for Analytical Services and Experimentation in Ho Chi Minh City VND769 billion. Total money investing in Petroleum Institute’s infrastructure from 2001 to 2009 was VND470 billion. The institute is striving for the target that it can analyze petroleum sample by itself serving for seeking, exploring and exploiting petroleum in Vietnam and in the region by 2010.
Joint Venture Vietsovpetro invested in modern equipments to the Institute of Oceanic Petroleum Studying and Designing (under Vietsovpetro) to meet the reality’s scientific and technological demands. From 2001 to 2009, Vietsovpetro spent US$11 million on soft ware and other equipments and VND6 billion to improve infrastructure.
Vietnam Coal – Mineral Industries Group used its own money and foreign invested capital to construct: the laboratory of special materials used in energy and mine industry from 2002 to 2004 at the cost of nearly VND19 billion; laboratory of energy productivity for air-conditioner and refrigerator from 2008 to 2009 at the cost of more than VND32 billion; research centre for petroleum safety from 2002 to 2009 at the cost of nearly VND30 billion, high tech research centre for energy and mine mechanical manufacture from 2008 to 2010 at the estimated cost of more than VND45 billion.
Assessing on investment in scientific and technological infrastructure, Nguyen Huy Hoan, the deputy director of Science and Technology Department – Ministry of Industry and Trade, said: “Being aware of the importance of science and technology in the industry’s development, most of the agencies under the ministry have been taking efforts to invest in improving scientific and technological infrastructure”./.
