Chief of delayed project demoted

Minister of Transport Dinh La Thang Tuesday demoted Dang Hong Cuong, head of a long-delayed project to build a new terminal at the Da Nang International Airport.
The minister assigned Do Tat Binh, deputy general director of the Southern Airports Corporation, to the post. Cuong is now working under Binh.

The decision was made after the minister inspected the construction site and found many parts of the project remained unfinished while workers had been working perfunctorily.

A representative of US-based Wilbur Smith Associates, which is the project’s main consultant, also told Thang that during the construction process, the main contractor Constrexim Holdings Corporation had repeatedly failed to complete work as promised.

Started in December 2007, the 1.34 trillion dong (US$65.3 million) project was expected to begin operation by the first quarter of last year.

But only 97 percent of the work has been completed by now. Thang said the ultimate responsibility should rest on Cuong.He also criticised Constrexim and other project officials.

He urged Constrexim to increase the number of workers at the construction from 150 to 500 next week in order to finish the project by this year’s end.
If this deadline is again missed, all project management officials will be fired, Thang warned.

For his part, the newly-appointed head Do Tat Binh said he would review the whole project to figure out where the problems lie.
