Industry ministry projects electricity development vision till 2030

Ministry of Industry and Trade lately submitted the national electricity development projection for 2011-2020 and vision till 2030 to the Prime Minister.
Accordingly, the ministry proposed re-assessment of feasibility of some major projects and recalculation with a view to optimize the development of electricity sources to meet increasing demand from now to 2015.

By 2020, some thermal power projects will be developed under forms of IPP (Independent Power Producer), and BOT (Build-Operate-Transfer). Thermo power centers will be designed and developed as well. For the stage after 2020, coal-fed thermo and hydropower electricity plants will be built to balance demand and supply in all three regions while nuclear electricity plants will be constructed in the southern and central regions.

Total investment capital for developing entire system in next 20 years is estimated at $124 billion, averaging $6.8 billion a year including power system, grid, transmission and distribution, Ministry of Industry and Trade added.

Currently, the ratio of electricity source produced and managed by the Electricity of Vietnam (EVN) is over 55% of total national power output, but it will decrease 5% by 2020.

Vietnam’s electricity market will be shaped and developed in three levels: competitive electricity-generating market (2005-2014), competitive wholesale market (2015-2020), and competitive retailing market (after 2020). Actually, the competitive power market has been operating for 10 years but EVN still occupies a high ratio in the industry.

Among 73 power plants to join the pilot of competitive electricity-generating market, almost 50 units will offer quotation directly. Those under EVN will be restructured to independent corporations. – Vietbiz24
