Cleaner Production in Industry: A One-year Review
In 2009, the Cleaner Production in Industry (CPI) Component of the Vietnam-Denmark Development Cooperation in Environment Program in 2005-2010 brought in encouraging results. CPI demonstration projects in target provinces were successful.
The most important outcome of the component in 2009 is that the Vietnamese Government approved the Cleaner Production in Industry Strategy towards 2020. This strategy was made based on the practical experience of CPI demonstration projects, marking a turning point in the legal bases for CPI practices in industrial production throughout Vietnam.
In 2009, the CPI Component helped the Vietnamese Ministry of Industry and Trade make a plan to build the Cleaner Production Consulting Center at the Department for Industrial Safety Techniques and Environment. As planned, this center will come into operation sometime in 2010 and it will play an important role in promoting cleaner production nationwide.
In 2009, the CPI Component organized 12 training courses, workshops and overseas study tours for Vietnamese members to improve their knowledge of cleaner production. The second training course in cleaner production consulting skills was organized with attendance of 30 consulting experts throughout the country. Industry and Trade Departments and Industry Promotion Centers of five target provinces launched active propaganda campaigns to disseminate information about cleaner production. They organized 23 workshops, training courses and meetings with themes related to cleaner production. In 2009, the CPI Component published seven manuals guiding cleaner production in industries such as beverage, cassava, steel, paper, textiles and garments, leather, and paint. Presently, the component is compiling manuals guiding cleaner production in the fields of metal molding, cement production and roofing sheet manufacturing.
The Management Board of the CPI Component said that together with the Ministry of Industry and Trade, the component has done research to propose measures to improve the effectiveness of industry promotion activities in Vietnam and facilitate the application of CPI methods at domestic companies. With support of the CPI Component, the Industry Promotion Centers of the five target provinces (Phu Tho, Thai Nguyen, Nghe An, Quang Nam and Ben Tre) have established specialized organizations to support cleaner production activities. The Industry and Trade Departments and Industry Promotion Centers of these five provinces have made action plans and organized many training workshops to promote cleaner production.
In 2009, the Ministry of Industry and Trade, the CPI Component and the Industry and Trade Departments of the above five provinces maintained close coordination in popularizing cleaner production practices, considering this an effective way to reduce environmental pollution. Some 57 CPI demonstration projects have been developed and many of them have been successful. Along with expediting demonstration projects, the CPI Component paid much attention to improving the work efficiency of businesses, enhancing their compliance with environmental protection regulations. It carried out surveys to see the effects of cleaner production practices on production and environmental protection activities at companies that received support from the CPI Component.
In addition, to achieve further success in 2010, the CPI Component continues to intensify propaganda activities to disseminate information about cleaner production on the mass media at both central and local levels. The component continues to publish bulletins and maintain its website to provide updated information about cleaner production. Activities such as workshops, seminars, surveys and exhibitions will also be organized.
In 2010, the CPI Component maintains close coordination with the concerned organizations to implement the Cleaner Production in Industry Strategy towards 2020 that has been approved by the Vietnamese Government.
